The Institute for Security Policy Kiel University (ISPK) and the Center for Military History and Social Sciences of the German Armed Forces (ZMSBwZentrum für Militärgeschichte und Sozialwissenschaften der Bundeswehr) are conducting a joint research project that seeks to address NATONorth Atlantic Treaty Organization’s Maritime Strategies and Allied Naval Operations of the past four decades. Two separate workshops will be hosted to bring together international experts on maritime strategy, naval operations, and allied seapower.

We are looking for proposals from academics, think-tankers, policy-makers, and military officers, both senior and junior.

Abstract of no more than 200 words
Bio

We are looking for pieces that make both a conceptual and a policy contribution. They can reflect on the last ~40 years but should also look ahead. Presentations should not be the reading of a paper aloud, if possible. We appreciate a presentation (20-30 minutes) rather than a read-out. Papers are planned to be distributed before the workshop to conference attendees. Please note that we plan to publish the papers as an edited volume in ISPK’s Seapower Series (Nomos: Baden-Baden).

30 April 2023 – submission of proposals
17 May 2023 – decision on proposals
01 November 2023 – submission of working papers for Wilhelmshaven
08-09 November 2023 – workshop in Wilhelmshaven
01 March 2024 – submission of working papers for Kiel
13-14 March 2024 – workshop in Kiel
01 September 2024 – submission of papers (typeset will be provided) for inclusion into edited volume with ISPK’s Seapower Series (NOMOS: Baden-Baden) (4,000-6,000 words per essay including endnotes), to be published 1^st quarter of 2025

Two Workshops

Workshop I

hosted by ZMSBwZentrum für Militärgeschichte und Sozialwissenschaften der Bundeswehr and the German Navy Museum, on NATONorth Atlantic Treaty Organization’s maritime strategies, to be held in Wilhelmshaven, Germany, on 08-09 November 2023. It will cover the strategic and policy aspects of NATONorth Atlantic Treaty Organization’s maritime/naval issues.
Areas for contribution could include (but are not limited to):

Allied Maritime Strategy (2011)
NATONorth Atlantic Treaty Organization strategies and their maritime/naval implications
NATONorth Atlantic Treaty Organization maritime operational planning
NATONorth Atlantic Treaty Organization tactical development and think tanks (Centers of Excellence, etc.)
Technological developments, disruptions, naval modernization
Bilateral and multilateral cooperation of NATONorth Atlantic Treaty Organization partners on all areas
NATONorth Atlantic Treaty Organization maritime command structure and areas of responsibility

Workshop II

hosted by ISPK, on Allied naval operations, to be held in Kiel, Germany, on 13-14 March 2024. It will address Allied joint/combined naval operations. Areas for contribution could include (but are not limited to):

Standing Naval Forces and Standing NATONorth Atlantic Treaty Organization Maritime Groups (STANAVFORLANT/SNFL, SNMG1; STANAVFORMEDStanding Naval Force of Mediterranean/SNFM, SNMG2; SNMCMG1/SNMCMG2); “Coalition of the Willing” task forces and groups
National naval operations in NATONorth Atlantic Treaty Organization framework or under mandate
Operations Sharp Guard, Active Endeavour, Counter-Piracy, Allied Protector, Ocean Shield, Sea Guardian etc.
National naval activities in NATONorth Atlantic Treaty Organization
Exercises such as Ocean Safari, BALTOPS, Trident Juncture, Northern Coasts, Dynamic Manta, etc.
