NATO’s Maritime Strategies and Naval Operations since 1985
The Institute for Security Policy Kiel University (ISPK) and the Center for Military History and Social Sciences of the German Armed Forces (ZMSBwZentrum für Militärgeschichte und Sozialwissenschaften der Bundeswehr) are conducting a joint research project that seeks to address NATO’s Maritime Strategies and Allied Naval Operations of the past four decades. Two separate workshops will be hosted to bring together international experts on maritime strategy, naval operations, and allied seapower.
We are looking for proposals from academics, think-tankers, policy-makers, and military officers, both senior and junior.
A proposal should consist of

- Abstract of no more than 200 words
- Bio
We are looking for pieces that make both a conceptual and a policy contribution. They can reflect on the last ~40 years but should also look ahead. Presentations should not be the reading of a paper aloud, if possible. We appreciate a presentation (20-30 minutes) rather than a read-out. Papers are planned to be distributed before the workshop to conference attendees. Please note that we plan to publish the papers as an edited volume in ISPK’s Seapower Series (Nomos: Baden-Baden).

- 30 April 2023 – submission of proposals
- 17 May 2023 – decision on proposals
- 01 November 2023 – submission of working papers for Wilhelmshaven
- 08-09 November 2023 – workshop in Wilhelmshaven
- 01 March 2024 – submission of working papers for Kiel
- 13-14 March 2024 – workshop in Kiel
- 01 September 2024 – submission of papers (typeset will be provided) for inclusion into edited volume with ISPK’s Seapower Series (NOMOS: Baden-Baden) (4,000-6,000 words per essay including endnotes), to be published 1st quarter of 2025

You may send in more than one proposal. Please indicate which of the two workshops you want to participate in. Paper givers for one workshop are welcome to attend the other one.
We are currently planning for in-person events. If you prefer to present a paper remotely, please indicate this in your proposal.
